Some countries may speak multiple languages, meaning you'd like your Shopping ads and website to be flexible. If you are looking to target the same locations on Google Shopping, but want to have more than one language, you will need to do 1 language per campaign. The main reason is that your product feeds for the Google Merchant Center are a specific to

1. The country of sale for the campaign
2. The target language for the products and other content (ex: landing pages) in your product feed(s)

For example: if you are advertising in Switzerland, but would like to have your ads show in both German and French, you should build one Shopping campaign targeting Switzerland in German, and a second shopping campaign targeting Switzerland in French. Here are a few benefits you get from doing so:

1. Since your target audiences are split between multiple languages, separate campaigns let you monitor the performance and differences between languages in your same location.

2. The Google Merchant accounts are correctly setup

3. You have better control over your 2 different campaigns. If one language is performing better, you can increase your budget for the campaign, without spending more budget on a language that may not be getting as good of results.
